how to create/design an app

I am a high school teacher, I teach igcse economics, school admin/supervisors/coordinators want me to use iPad in class, for igcse economics I cant find any interactive app available on iOS which is best at use following igcse syllabus, I want to create/design an interactive igcse economics app on my own, but I don't know coding or any other source of creating/designing any app, will somebody help me that what I should be doing to solve this issue.
